Road Traffic Special Speed Limit Bye-Laws 2010

Public notice that Kilkenny County Council has made Special Speed Limit Bye-Laws, effective from 1st June 2010 for various towns and villages throughout the County of Kilkenny, Ireland.

KILKENNY COUNTY COUNCIL

ROAD TRAFFIC SPECIAL SPEED LIMIT BYE-LAWS 2010

In accordance with Section 9 of the Road Traffic Act 2004, and in the interests of road safety, Kilkenny County Council has made Special Speed Limit Bye-Laws, effective from 1st June 2010 in respect of various towns and villages throughout County Kilkenny. In the case of the R712 (old N10) between Kilkenny and Paulstown and the R448 (old N9) between Paulstown and Woodquarter, the commencement date is 1st October 2010 i.e. following the opening of the M9 between Danesfort and Powerstown.

The Bye-Laws are necessary as a consequence of the growth of the towns and villages involved. The purpose of the Bye-Laws is to provide for special speed limits of 100km/h, 80km/h, 60km/h, 50km/h and 30km/h on the sections of roads specified in the Third to Eight Schedule of the Bye-Laws in the interest of prudent traffic management and road safety.

The main additional features of the Bye-Laws over and above previously adopted Bye-Laws of 2008 include the following:

  • revisions to bye-law text in order to provide for new road schedule classifications and new road lengths provided on foot of the M8, M9 and N25 Waterford City By-Pass.
  • provision of special speed limits of 100kph on the Regional Road network of the following locations (see Eight Schedule of Bye-Laws);
    • R448 (old N9) along Castlebanny Hill for a distance of approximately 1km.
    • R639 (old N8) north and south of Johnstown and north of Urlingford.
    • R712 (old N10) between Kilkenny and Paulstown.
    • R448 (old N9) between Paulstown and Woodquarter (4.4km).
  • provision of 60kph speed limit on the N78 at Coolbaun for a distance of 260m in accordance with consent from the NRA.
  • provision of a 30kph zone in the core area of Kilkenny City (see Sixth Schedule (Part C) of the Bye-Laws).

A copy of the Bye-Laws is available to inspect or download from the links below or maybe inspected at the offices of Kilkenny County Council, County Hall, John Street, Kilkenny between the hours 9.00am and 5.00pm Monday to Friday. A copy of the Bye-Laws can be obtained on request on payment of a fee of €5.
