Ferrybank Belview Local Area Plan

Kilkenny County Council proposes to prepare a Local Area Plan for Ferrybank-Belview. 

Invitation for Submissions on the Issues Paper and to attend public information sessions

Kilkenny County Council has commenced the process of preparing a new Local Area Plan (LAP) for Ferrybank to replace the existing LAP. The LAP will be the statutory plan that sets out the land use strategy. To assist in this process, an “Issues Paper” has been prepared which identifies the key planning issues that may be addressed in the Draft Local Area Plan.

Interested parties are invited to identify ‘bigger picture’ issues that need to be addressed in the LAP.

There are two key components to this pre-draft consultation process:

  • An invitation to make submissions and,
  • Public consultation drop-in sessions which will be held at Abbey Community College,Ferrybank on Wednesday 19th of June from 3pm-5pm and 6.30pm - 8.30pm. (Drop in anytime during those sessions)

The Issues Paper may be inspected from the 14th of June 2024 at the following locations:

  • Planning Office, Kilkenny County Council, County Hall, John Street, Kilkenny (during normal opening hours)
  • Ferrybank Area Office, Ferrybank Shopping Centre, (during opening hours)

  • Waterford Central Library, Lady Lane Waterford (during opening hours)
  • Customer Service Desk in Waterford City County Council Office, City Hall, The Mall Waterford (during opening hours)

Submission on the Issues Paper can be made before 5pm on 12th July 2024 as follows:

  • In writing to: The Senior Planner, Planning Department, Kilkenny County Council, County Hall John Street, Kilkenny.

Late submissions will not be accepted.

Children or groups or associations representing the interests of children are also welcome to make submissions. Please note that all submissions will be made available for public viewing on the Council’s consultation website during the plan-making period. This is your opportunity to have a say in the future development of your area. We look forward to hearing from you.

Notice of Making of Ferrybank-Belview Local Area Plan 2017

Kilkenny County Council adopted the Local Area Plan for Ferrybank-Belview at the meeting of the County Council on the 18th December, 2017. The LAP shall have effect from the 15th January 2018.

The Local Area Plan is now available on this website below. It will also be available for inspection at the Planning Department at County Hall, John Street, Kilkenny (between the hours of 9-1 and 2-4 p.m. Monday to Friday) and at the Ferrybank Area Office.

Copies of the LAP will be available for purchase through the Planning Department, Kilkenny County Council at a cost of €40 for a hard copy.

Notice of Proposed Material Alterations To the Ferrybank Belview Draft Local Area Plan

Kilkenny County Council are in the process of making a Local Area Plan for Ferrybank-Belview and propose to make a number of alterations to the previously published Draft Plan.

Having carried out screenings of the Proposed Material Alterations, the Council has determined that Strategic Environmental Assessment (SEA) and Appropriate Assessment (AA) are not required for the Proposed Material Alterations.

The proposed alterations may be inspected from Friday, 6th October to Friday, 3rd November, 2017 (both dates inclusive but excluding bank holidays) at the following locations:

- Planning Department, County Hall, John Street, Kilkenny from 9am to 1pm and 2 - 4pm Monday to Friday.
- Ferrybank Area Office, from 9am to 1pm and 2 - 5pm Monday to Friday.
- Ferrybank Library, during their opening hours
- Planning Department, Waterford City and County Council, Menapia Building, The Mall, from 9:30-1pm and 2-4pm Monday to Friday.

Submissions or observations with respect to the proposed material alterations, or to the information on the likely significant effects on the environment of implementing the alterations will be taken into consideration before the making of any alteration. Submissions may be made:

Kilkenny County Council has determined that a Strategic Environmental Assessment is required. It has also been determined that an Appropriate Assessment pursuant to Article 6 (3) and (4) of the Habitats Directive 92/43/EEC and the European Communities (Birds & Natural Habitats) Regulations 2011, is not required.

The Planning Authority has prepared an Environmental Report of the likely significant effects on the environment of implementing the Local Area Plan. Submissions or observations in respect of the Environmental Report, Appropriate Assessment (AA) Screening Report and Strategic Flood Risk Assessment made to the planning authority within the period specified will also be taken into consideration.

Hard copies of the Draft Plan will be available for purchase from the Planning Department, Kilkenny County Council, for the following prices:
- €25 for LAP
- €20 for Environmental Report and SFRA
- €10 for AA Screening

Information Day

Kilkenny County Council proposes to make a new Local Area Plan (LAP) for Ferrybank- Belview, and a Draft LAP is currently on public display, see below.

An Information Day will be held on Wednesday 21st June in Ferrybank Library from 2.30-8pm. The purpose of the Information Day is to provide an opportunity for the public to view the Draft Plan and speak with a member of the planning team in advance of making submissions. All are welcome, no appointment is necessary.

The current Ferrybank/Belview Local Area Plan is in place from 2009-2020. As the review process for a Local Area Plan is a long and complex one, Kilkenny County Council began the formal process of reviewing the Local Area Plan in 2015.


A significant level of background work has taken place to date, including environmental assessments, flood risk assessment, a traffic study and an urban design evaluation. The Council has also undertaken extensive consultation with relevant stakeholders, including two separate periods of public submissions.

A pre-draft Issues Paper and supporting documentation was published in March 2016 and is available from the links below.

The Council had aimed to publish a Draft Local Area Plan at the end of November 2016. As part of the normal drafting and consultation process involved in the preparation of the plan, further environmental and planning issues have arisen. This has necessitated additional time to resolve and has unfortunately delayed the publication of the Draft Plan.

 

Pre-Draft Issues Paper 2016

Kilkenny County Council began the formal process of reviewing the Local Area Plan for Ferrybank in 2015. A significant level of background work has taken place to date. We are re-opening a submissions period and a pre-draft Issues Paper is now available for comment, outlining the work to date and highlighting the main issues to be incorporated into the Draft Plan.

Pre-Draft Consultation

Notice is hereby given that Kilkenny County Council intends to review the Local Area Plan for Ferrybank and to prepare a new Local Area Plan in accordance with the provisions of the Planning and Development Acts 2000-2013.

Submissions or observations regarding the preparation of the Local Area Plan may be made, in writing, to the Director of Services, Planning, County Hall, John Street, Kilkenny from 6th February 2015 until 5 pm on Friday 6th March, 2015 or you can make submissions by email to localareaplans@kilkennycoco.ie, or via our website at consult.kilkenny.ie

During this period, a public consultation meeting will take place in order to allow for members of the public to engage in the process of the review of the Plan. This meeting will be held in conjunction with Waterford City and County Council, as part of their consultation on their Local Economic and Community Plan.

You are invited to attend a public consultation workshop at the Abbey Community College, Abbey Road, Ferrybank at 7pm on Wednesday the 18th February 2015.

All written and email submissions/observations received on or before the 6th March 2015 will be considered by the County Council prior to the making of a draft Local Area Plan.
