140 of 2006) to address noise from major transport sources.
Dealing with Noise Related Issues
Kilkenny County Council, Environment Department, will deal with noise complaints from commercial and industrial activities but will not get involved with noise complaints between
neighbours / domestic cases. Such noise complaints from commercial and industrial activities should be made to Kilkenny County Council’s Environment Department through the Customer Services Department.

Noise That We Don’t Deal With
The following noise complaints should not be reported to the Kilkenny County Council, and guidance should be sought instead from the EPA website or as noted below.
Aircraft Noise
Aircraft noise is exempt from the Environmental Protection Agency Act 1992.
Traffic Noise
The Air Pollution Monitoring & Noise Control Unit does not deal with complaints about traffic emissions. Public Transport emission queries are dealt with by An Gardaí Siochána, Kilkenny Garda Station, Dominic Street, Kilkenny 056 777 5000.
Noise From Roadworks
All road works must have a permit that is issued by the Roads and Traffic section of Wexford County Council. The times permitted vary depending on the permit. Contact Roads and Traffic by email roads@kilkennycoco.ie or by phone at 056 779 4060.
Barking Dogs
Complaints in relation to excessive barking should be made to the District Court. Please go to the Dog Control page to make a complaint.
Noise From Beer Gardens/Smoking Areas
Complaints about noise from patrons in outdoor smoking areas or beer gardens are not dealt with by the Air Quality Monitoring & Noise Control Unit. A private action can be taken under Section 108 of the Environmental Protection Agency Act 1992.
Noise Disturbance Caused By Individuals On A Public Thoroughfare
We do not deal with noise nuisance caused by individuals behaving in a loud or rowdy manner. When such instances occur on a public thoroughfare, a public order offence may be committed and should be dealt with by An Gardaí Síochána at your local Garda Station.
