Strategic Environmental Assessment
Strategic Environmental Assessment (SEA) is a formal, systematic evaluation of the likely significant environmental effects of implementing a plan/programme before a decision is made to adopt it. It is an important and integral part of the Development Plan review process. The purpose of SEA is threefold:
- To provide a framework for guiding the making of policies at an early stage
- To improve the environmental sustainability of the new Plan and
- To raise awareness of the potential environmental consequences of its implementation so that these consequences may be mitigated or avoided altogether.

SEA Research Project
Kilkenny County and Borough Councils are supporting a PhD research project on SEA being carried out by Ainhoa Gonzalez in DIT "Use of Geographical Information Systems (GIS) in public participation in SEA". In doing so the Councils are endeavouring to adopt best practice in relation to the implementation of this new legislation. The link below - though not required by Regulations - provides an additional opportunity to examine and comment informally on the environmental data used in the preparation of the SEA. These comments will greatly assist in the development of better SEA techniques and Kilkenny County Council and Borough Councils would welcome any additional public opinion - or comments - about how our new County and City Draft Development Plans might affect - or better protect - the environment.
