Making of Callan Local Area Plan 2019

Kilkenny County Council adopted the Local Area Plan for Callan at the meeting of the County Council on the 25th March, 2019. The LAP will take effect on the 6th May 2019. A copy of the adopted LAP is available here.

Notice of Proposed Material Alterations to the Draft Callan Local Area Plan

Kilkenny County Council are in the process of making a Local Area Plan for Callan and propose to make a number of Material Alterations to the previously published Draft Plan.

Having carried out screenings of the Proposed Material Alterations, the Council has determined that Strategic Environmental Assessment (SEA) and Appropriate Assessment (AA) are required for the Proposed Material Alterations.

The proposed alterations, SEA and AA may be inspected from Friday, 8th of February 2019 to Friday 8th of March 2019 (both dates inclusive but excluding bank holidays) at the following locations:
- Online at http://consult.kilkenny.ie
- Planning Department, County Hall, John Street, Kilkenny from 9am to 1pm and 2 - 4pm Monday to Friday.
- Callan Area Office, from 9am to 1pm and 2 - 5pm Monday to Friday.
- Callan Library, Clonmel Road, Callan, Co. Kilkenny during normal opening hours
Submissions or observations in respect of the proposed Material Alterations or to the information on the likely significant effects on the environment of implementing the alterations (SEA and AA) will be taken into consideration before the making of any alteration.

Submissions may be made:

- by e-mail to ourplan@kilkennycoco.ie or
- in writing to Denis Malone, Senior Planner, Planning Department, County Hall, John Street, Kilkenny clearly marked 'Material Alterations to Draft Callan Local Area Plan'.
Hard copies of the Proposed Material Alterations will be available for purchase from the Planning Department, Kilkenny County Council, for the following prices:
- €5 for Proposed Material Alterations to the LAP
- €2 for SEA
- €2 for AA
Please note that all submissions will be made available for public viewing on the Council's consultation website during the plan-making period. Kilkenny County Council will treat all personal data you give us as confidential. We will retain your data for no longer than is necessary for the purpose of this LAP and in accordance with the Council's Retention Policy and the relevant Data Protection legislation.

Publication of Draft Plan

Notice is hereby given that Kilkenny County Council proposes to make a Local Area Plan (LAP) for Callan. A Draft LAP has been prepared.
Kilkenny County Council has determined that a Strategic Environmental Assessment is required. It has also determined that a Natura Impact Report pursuant to Article 6 (3) and (4) of the Habitats Directive 92/43/EEC and the European Communities (Birds & Natural Habitats) Regulations 2011, is required.

A copy of the Draft LAP, the Strategic Environmental Assessment, the Natura Impact Report and the Strategic Flood Risk Assessment, may be inspected from Thursday 8th of November 2018 - 20th of December 2018 (both dates inclusive) at the following locations:

Submissions or observations in respect of the Strategic Environmental Assessment, Natura Impact Report and Strategic Flood Risk Assessment, made to the Planning Authority within the period specified will also be taken into consideration.

Invitation for Submissions on the Issues Paper for the Callan Local Area Plan by 5pm on Friday 20th July 2018
and to attend public meeting


Kilkenny County Council have commenced the process of preparing a new Local Area Plan (LAP) for Callan to replace the existing LAP. The LAP will be the statutory plan that sets out the land use strategy for Callan. This process is separate to the ongoing Town Renewal Plan process for which meetings were recently held and a Town
Team established.

To assist this process an "Issues Paper" has been prepared which identifies the key planning issues that may be addressed in the Draft Local Area Plan.
Interested parties are invited to identify 'bigger picture' issues that need to be addressed
in the LAP.


There are two key components to this pre-draft consultation process:
- An invitation to make submissions and,
- A public consultation evening which will be held at the Callan Parish Hall, Green
Street, Callan on Wednesday 27th of June 2018 from 7.30pm to 9.30pm.


The Issues Paper may be inspected from the 20th June 2018 at the following locations:
- Planning Office, Kilkenny County Council, County Hall, John Street, Kilkenny (during
normal opening hours)
- Callan Area Office, Callan, Co. Kilkenny
- at consult.kilkenny.ie/
