The Waterford Road Pedestrian and Cyclist Improvement Scheme is progressing to Phase Two of construction, following the completion of Phase One earlier this year. The project forms part of the wider Active Travel Programme for Kilkenny City and is one of the key radial routes into the city centre.

This section of the scheme will improve the walking and cycling facilities at the roundabout at LIDL and the Nuncio Road roundabout. The scheme includes new and improved crossings on all arms of the roundabouts and cyclist facilities segregated from traffic. There will be continuous footpaths and cycle paths across the entrance to Cashel Downs and the entrance to ALDI and Dore’s Opticians, improving the safety for all road users. An in-line bus stop will also be provided on the Waterford Road, catering for the Presentation Secondary School. Nature based solutions will be incorporated on the western side of the scheme to manage storm-water run-off, filter pollution locally and provide an opportunity to increase biodiversity.

The scheme will deliver significant community benefits, including:

• Safer connectivity for pedestrians and cyclists, linking residential areas with schools, shops, and local amenities.
• Calmer traffic environments near schools and busy junctions.
• Enhanced road safety for all road users — pedestrians, cyclists, motorists, and public transport passengers.

Emmanuel Chaona, Project Manager from the Active Travel team, Kilkenny County Council, commented:

"The Waterford Road scheme will significantly improve walking and cycling infrastructure while integrating safe crossings and school transport facilities. Works will commence early in August and continue into 2027. The traffic management has been carefully planned to minimise disruptions. Whilst there are no road closures planned, there will be traffic management in place. Kilkenny County Council would like to advise you to allow more times for journeys and thank you in advance for your co-operation."

Feedback from public consultations has guided the design process and informed the Active Travel programme of delivery. The Freshford Road and Granges Road corridor, prioritised as a key school route, was completed in 2024/2025. The Waterford Road was identified as the second radial route for delivery with Phase One completed earlier this year, delivering upgraded footpaths, cycle facilities, pedestrian crossings and a dedicated school bus bay serving Kilkenny School Project.

This scheme reflects Kilkenny County Council’s ongoing commitment to sustainable, safe, and accessible travel options. By investing in improved pedestrian and cycling facilities, the Council is supporting healthier, safer, and more connected communities.
