The National Waste Management Plan for a Circular Economy 2024–2030 sets out Ireland’s national framework for preventing and managing waste and supporting the transition from a traditional “take‑make‑dispose” model to a circular economy, where materials are reused, repaired and recycled as much as possible and waste generation is minimised.

The Plan was developed by the Regional Waste Management Planning Offices on behalf of all local authorities, in line with legal requirements under the Waste Management Act 1996.

It includes a range of ambitious targets and actions to help reduce waste and improve how it is managed. These include:

• Reducing overall waste generation with a target of zero total waste growth per person over the life of the Plan,
• Increasing recycling and better separation of waste, and
• Encouraging more reuse and repair, with a target reuse level of up to 20 kg per person each year.

Together, these measures aim to protect the environment, save resources, and encourage more sustainable everyday choices by households and communities.

Waste Collection Permits

Since 1st February, 2012, all waste collection permits are processed by the National Waste Collection Permit Office (NWCPO), Offaly County Council, Aras an Chontae, Charleville Road, Tullamore, Co. Offaly Tel: to (057) 935 7428. All information can be accessed via their website www.nwcpo.ie

National Transfrontier Shipment Office

Since 2007, Dublin City Council is designated as the National Competent Authority for the export, import and transit of waste shipments under the Waste Management (Shipments of Waste) Regulations, 2007. All transfrontier shipments of waste originating in any local authority area in the State that are subject to the prior written notification procedures must be notified to and through Dublin City Council at the National TFS Office established to implement and enforce the Regulations.
