Expression of Interest for a Contract of Services
The aim of the Community Cycling Tutor funded by the Healthy Ireland Fund is to strengthen and enhance the capacity of the community to develop cycling skills and confidence locally and enhance sustainable physical activity/cycling programmes in Disadvantaged Areas in Kilkenny.
Healthy Ireland Framework 2013 - 2025:
Healthy Ireland, A Framework for Improved Health and Wellbeing 2013-2025 is the national framework for action to improve the health and wellbeing of Ireland over the coming generation. The primary aim of the Healthy Ireland Fund is to support innovative, cross-sectoral, evidence-based projects and initiatives that support the implementation of key national policies in areas such as obesity, smoking, alcohol, physical activity and sexual health.
The fund is administered locally through the Local Community Development Committee (LCDC) in Kilkenny County Council
The objectives of the fund are:
- To raise awareness of, and support for, Healthy Ireland through the funding of community-based and national health promotion activities.
- To facilitate and resource cross-sectoral and partnership networks that promote health and well-being.
- To resource the development of locally-led, cross-sectoral strategies promoting health and wellbeing.
- To add value to existing health promotion initiatives through the provision of Healthy Ireland resources.
- To support the health and wellbeing of the most disadvantaged groups and areas and those experiencing significant health inequalities through long-term planning
Community Cycling Tutor
Funding for the role of the Cycling Tutor has been secured for this project through the Healthy Ireland Fund. The objectives of the project are to:
- Support the development of community engagement with existing community groups and hard-to reach communities
- Support the development of cycling skills and roll-out of the Cycle Right programmes with identified target groups
- To provide opportunities with the target groups to address cycling poverty
- To monitor physical activity levels in identified target areas utilising standardised measurement tools
- Encourage a culture of Active Participation and confidence-building to increase physical activity levels and reduce car dependency in Kilkenny.
- Contributing to high level goals and actions identified in key Local Polices: Healthy Ireland Community Plan, Kilkenny Local Transport Plan, Sustainable Urban Mobility Plan and the Local Economic Community Plan 2023-2028
A Cycling Tutor is being commissioned to undertake the following:
- Working with the Healthy County Coordinator and the Cycling Officer in Kilkenny County Council to develop and implement a cycling community intervention that aims to increase physical activity levels and reduce car dependency in the Kilkenny
- Consult and work with local communities to identify the need and demand for cycling programmes. Engage with Local Services and Community Groups to promote a cycling culture in Kilkenny and to roll-out cycling programmes
- To consult with relevant agencies and stakeholders including schools in identified areas to establish relationships and develop the roll-out of the cycling programmes
- Highlight barriers to participation in cycling to the Active Travel Team in Kilkenny County Council and encourage access and increase opportunities for participation by those who experience disadvantage for any reason.
- Reporting and Monitoring with regards project outcomes and learning submitted to Kilkenny county Council and the Healthy Ireland Sub-Group
Community Cycling Tutor Specification
The successful applicant for this project will be able to demonstrate the following skills and experience:
Key Competencies:
- Strong Facilitation skills; Ability to facilitate and engage with a diversity of groups across the county
- Past experience in developing cycling programmes and tools that reflect a variety of learning styles and abilities.
- Excellent IT skills including skills and knowledge around digital platforms and social media
- Experience in monitoring and evaluating programme activity
- Good knowledge of challenges that people who experience social exclusion face
It is a requirement for candidates to possess the following:
- Qualified Cycling Tutor e.g. Cycle Right
- Experience of delivering Cycling Programmes is essential (2 years or more)
- Experience of working with community groups, and young people in a community setting
Proposal should provide the following information:
Outline of Previous Experience
- Expression of interest including details in relation to previous experience of delivery of cycling programmes with key target groups
- Experience of community engagement with target groups, wider population and stakeholders
- Hourly and Daily Rate
Additional documentation:
- Tax Clearance Access Number (TCAN)
- Insurance Details
- Details of at least two relevant references, including the name, address and telephone number of the organisation for which this work was carried out, including a specific contact person in each case. Contact may be made with these referees as part of the assessment process
Proposals will be scored on the following:
- Previous experience of delivering programmes
- Experience of community engagement
- Provision of required documentation
Child Protection and Welfare
The successful Tutor will be subject to Garda vetting by Kilkenny County Council. The successful candidate will also read and adhere to the Kilkenny County Council Child Protection Policy
Hours Required and Financial Information:
The required hours/days for this contract will be approximately 2 days or up to 14 hours/week from September 2023 – March 2024
A payment schedule will be arranged with the successful applicant
The budget available for this timeframe including VAT and Travel expenses is €7,200
