Introduction of new Choice Based Lettings System

Kilkenny County Council is pleased to announce the launch of a new system for the allocation of vacant Council and Approved Housing Bodies (AHB) houses. This new system, which puts choice at the centre of the allocation of properties is known as Choice Based Letting (CBL). 

In the future, the majority of vacant council properties (including leased properties and AHB properties) that become available for letting will be advertised on a new dedicated CBL website.

As an approved housing applicant and an approved transfer applicant, you will have access to this website and you will be able to make what is known as an expression of interest on any available vacant property that you are approved for and that is deemed suitable to your housing needs.

Vacant properties that are available for letting will be advertised on the website on a weekly basis so it is important that you check this website on a regular basis.

The property will then be allocated according to need and length of time on the housing list as per Kilkenny County Council’s Scheme of Letting Priorities.

For housing applicants who do not have internet access, access to this website will be available at your local public library where applicants can get assistance and also at the public counter in the Housing Office, Johns Green, Kilkenny between 9.30am and 1.00pm.

All Housing applicants have been issued a letter with information on the new website and then a second letter will be provided with a new User name and password so you can log in into the website.

When a Housing Applicant logs in for the first time it is extremely important that you check your details to ensure that the information held on your application is correct and if there is anything that you wish to query or change you should contact the Housing Allocations team at housingallocations@kilkennycoco.ie or 056-7794915. 

Choice Based Letting Frequently Asked Questions (FAQ’s) 

What is Choice Based Letting (CBL)?

Choice Based Letting is a way that you can express your interest in renting a suitable council property in your preferred area. A ‘suitable’ property is one that you have chosen to express an interest in and that matches your housing needs as determined by Kilkenny County Council.

Please note that only those applicant households that have expressed an interest in a bid dwelling under Choice Based Letting and whose household composition suits the property type will be considered.

You will need to log in every week in order to check what properties are being advertised in that week. Access to CBL will also be provided (for those who don’t have internet access) in your local library branch or in the Housing Office at Johns Green House, Kilkenny during opening hours.

Am I eligible for CBL?

To be eligible for CBL you must be an approved applicant on Kilkenny County Council’s housing list.

What properties will be available using CBL?

There will be a range of residential properties available. They will be advertised on the CBL website cbl.kilkennycoco.ie. Kilkenny County Council will keep the list of available properties up-to-date but you will need to check it every week.

Please note that most available properties will be advertised on CBL. However, dwellings designated for the accommodation of older persons, for physically disabled persons and other dwellings that may be required due to exceptional or necessary circumstances will not be allocated through CBL.

What happens if several people are interested in letting the same property as me?

If there is more than one household interested in letting the property that you are interested in, Kilkenny County Council will decide which household is allocated the property. When deciding this, we will take account of factors such as:

  • your waiting time on Kilkenny County Council’s waiting list
  • your family size
  • the type of property needed
  • your category of need under the Scheme of Letting Priorities and
  • good Estate Management

If I am interested in a CBL property, what do I do?

You must place an expression of interest on the property online. Note Kilkenny County Council will only contact the successful applicant. Please note that contact made by Kilkenny County Council with the applicant it is considering for an allocation under Choice Based Letting does not constitute an official offer of housing. In addition, the Housing Application will have to be fully reviewed and will have to pass the mandatory Garda Vetting procedures.

I don’t have access to the Internet – what should I do?

If you don’t have access to the internet you are welcome to visit the Housing Office at Johns Green House or your local library branch to use the internet to access the website.

If I get a property through this system will I be taken off the housing list?

Yes, your application for housing will be closed as you will be adequately housed.

Will transfer tenants be eligible for CBL?

Yes – as long as you remain eligible for a transfer.

Is it first come first served as to when I place my expression of interest online on a property in a given week?

No. Allocations are made in accordance with the Scheme of Letting Priorities

What will happen my time on the list with CBL? Will I still have the same time?

Your time will remain the same. However, if you do not express interest in a property or in properties online, you will not be considered for them. As most properties will be on Choice Based Letting going forward, you will miss out on being considered for them if you do not place your interest online.

IF I REFUSE AN OFFER WHAT HAPPENS

IF YOU REFUSE AN OFFER YOU WILL BE SUSPENDED FROM THE CHOICE BASED LETTING SYSTEM FOR 1 YEAR!!

  1. BEFORE YOU BID ENSURE YOU KNOW THE LOCATION - TAKE A TRIP BEFORE YOU HIT THE CHECK OUT BUTTON
  2. ENSURE IF ITS NOT IN ONE OF YOUR 3 AREAS OF CHOICE YOU ARE WILLING TO MOVE TO THE LOCATION
  3. CHECK EDUCATIONAL PLACES AND MEDICAL FACILITIES AVAILABLE IN THE AREA

THE DECISION IS ALWAYS YOURS AS THE APPLICANT

I am not able to work a computer, what should I do?

A demo can be shown to you by a member of the housing staff in the Johns Green Office or at your local library branch.

How many houses can I submit a bid for?

You can place one expression of interest per property advertised.

What happens if I bid on a house and then change my mind?

All properties are live on the system for one week from Tuesday until midnight on the following Monday. You can bid or remove your expression of interest at any time within this period. However, once the period has passed you cannot withdraw your bid.

If I submit a bid for a house that was taken down from the website a few months ago, and is now back online, will my previous bid be considered?

No. You will have to express interest online again if you have an active social housing support application.

Please note that Kilkenny County Council reserves the right not to allocate a bid dwelling under Choice Based Letting to applicant households in a given week and reserves the right to re-advertise the bid dwelling again in another time period.

What if I miss the deadline for expressing interest in a property?

You will not be considered for the allocation of that dwelling if you have not expressed an interest in it during the relevant time period.

Please note that Kilkenny County Council does not accept responsibility for applicant households who miss the deadline to express their interest in a property under Choice Based Letting.

What if I want a list of those that expressed an interest in the dwelling?

Please note that details of individual household applicants for a bid dwelling under Choice Based Letting will not be available for public release in accordance with Data Protection requirements.

A properties update category will be available to you on cbl.kilkennycoco.ie to confirm at what stage in the allocation process the property is at, i.e. has it been allocated or still in the allocation process.

How do I know if I have correctly checked out a property on the CBL system?

Before the CBL period ends you can check your submitted properties tab, if the property appears then you have successfully checked out the property and will be included for consideration when the property is being allocated. Once the period ends you can view the Properties Update tab to see at what stage of the allocation process the property is at.

If the property does not appear in your submitted properties tab during the CBL period then you may not have checked out the property fully. You should check your basket and see if the property is there. If it is then it needs to be checked out fully. If it is not there then you have not selected this property at all. You must go to the list of available properties tab and begin the selection process again.
