Summary of Social Housing Assessment 2026 (SSHA)
Kilkenny County Council is currently undertaking a Social Housing Assessment Summary in accordance with Section 21 of the Housing (Miscellaneous Provisions) Act 2009 and the Social Housing Assessment (Summary) Regulations 2016.
The assessment is carried out by all local authorities and is required by the Department of Housing, Local Government and Heritage. Its purpose is to determine the number of households across the county that qualify for social housing support and whose housing needs have not yet been met.
Who Will Be Contacted?
The Council is writing to certain applicants who were approved for social housing support on or before 31 July 2025 to confirm that they still require social housing support.
If you receive an assessment form, you must complete and return it to confirm your continued need for housing support.
Applicants whose applications have been assessed or reviewed after 31 July 2025 will not receive a form, as their circumstances have already been recently reviewed. There is no need to contact the Council unless your circumstances have changed.
Please note that transfer applicants, HAP tenants and RAS tenants are not included in this assessment.
Returning Your Form
Completed forms & the requested documentation must be returned by Friday, 28 August 2026 to ensure your application is included in this assessment. A stamped addressed envelope has been provided for your convenience.
Important Information
All returned forms will be reviewed to confirm that applicants:
- Continue to require social housing support.
- Remain eligible for social housing support.
To avoid delays, please ensure that:
- The form is completed in full & signed.
- All requested documentation on the checklist is included.
- Up-to-date income details for the previous 52-week period are provided for every household member aged 18 years and over.
- All weeks within the 52-week period are accounted for.
Failure to Respond
If you no longer require social housing support, or are no longer eligible for support, your housing application will be closed.
Applicants who do not return their completed Social Housing Assessment Form by the specified deadline will be regarded as no longer requiring social housing support. Their application will be closed and they will no longer have access to the Choice Based Lettings (CBL) system.
It is very important that you notify Kilkenny County Council of any changes to your contact details, including your address, phone number or email address. Failure to keep your details up to date may result in important communications regarding your social housing application not reaching you.
