Variation 2 to City and County Development Plan 2021
Proposed Variation no. 2 to the Kilkenny City and County Development Plan 2021 – 2027
Notice is hereby given pursuant to Section 13 of the Planning and Development Act 2000 (as amended) that Kilkenny County Council, being the Planning Authority for the area, proposes to VARY the Kilkenny City and County Development Plan 2021 – 2027 in order to clarify the settlement hierarchy in relation to small settlements. Specifically, the changes proposed are as follows:
- to change the terms ‘Rural Towns and Villages’, and ‘Smaller towns and villages', to ‘Small towns and villages’
- to remove the term ‘Rural Node’, and
- to include villages previously designated as ‘Rural Nodes’ as ‘Small towns and villages without settlement boundaries’.
These changes primarily affect Chapter 4 Core Strategy, however the changes will be made wherever the terms appear throughout the CCDP.
The proposed Variation, associated Appropriate Assessment Screening Report and Strategic Environmental Assessment Screening Report may be inspected between 12th September 2024 –10th October 2024 (both dates inclusive) at the following locations:

Please note that all submissions will be made available for public viewing on Kilkenny County Council’s consultation website during the plan-making period. Kilkenny County Council will treat all personal data provided as confidential. We will retain your data for no longer than is necessary for the purpose of this proposed Variation and in accordance with Kilkenny County Council’s Retention Policy and the relevant Data Protection legislation.
Submissions or observations on the proposed Variation must be received by 5pm on 10th October, 2024.
