Proposed Variation no. 7 to Kilkenny City and County Development Plan 2021 – 2027

Notice is hereby given pursuant to Section 13 of the Planning and Development Act 2000 (as amended) that Kilkenny County Council, being the Planning Authority for the area, proposes to VARY the Kilkenny City and County Development Plan 2021 – 2027.

The purpose of this Variation is to change the zoning of three no. sites in Kilkenny city:

Site 1 – Upper Patrick St. / Jacob St in Kilkenny city (area of 145m2).

Proposal is to zone 145m2 of land currently part of the public realm as Existing Residential.

Site 2 – Leggettsrath West in Kilkenny city.

Proposal to change the zoning of this site from ‘Existing Residential’ to ‘Agricultural’, as part of the implementation of the Residential Zoned Land Tax.

Site 3 – Kilcreene in Kilkenny city. 

Proposal to change the zoning of this site from ‘New Residential’ to ‘Open Space’ as part of the implementation of the Residential Zoned Land Tax.

The proposed Variation (including maps), associated Appropriate Assessment Screening Report and Strategic Environmental Assessment Screening Report may be inspected between Friday 21st November 2025 – Friday 19th December 2025 (both dates inclusive) at the following locations:

• Planning Office, Kilkenny County Council, County Hall, John Street, Kilkenny during office opening hours.

Please note that all submissions will be made available for public viewing on Kilkenny County Council’s consultation website during the plan-making period. Kilkenny County Council will treat all personal data provided as confidential. We will retain your data for no longer than is necessary for the purpose of this proposed Variation and in accordance with Kilkenny County Council’s Retention Policy and the relevant Data Protection legislation.

Submissions or observations on the proposed Variation must be received by 5pm on Friday 19th December, 2025.
