Pre-Planning Clinics
Kilkenny County Council holds Pre-Planning Clinics to assist those with an interest in applying for planning permission (pre-application consultation)
Before you submit a Planning Application, you may wish to arrange a Pre-Planning Meeting with the assigned Area Planner to discuss your proposal.
Pre Planning consultations are generally held fortnightly in the month by telephone or online via MS Teams meeting. In some cases, an in-person meeting will be facilitated at the Local Area Office or at the Planning Department in County Hall.
To arrange an appointment for a pre-planning meeting with the Local Area Planner you must call the main Planning Office who will arrange an appointment for you

If it is not possible to facilitate the pre-planning call on the designated day an appointment will be made for the next available clinic.
Legal Interest
Pre-Planning Consultations are available only to parties who have a legal interest in the site of the proposed development. If you do not have a legal interest in the proposed site, you must obtain letter of consent from the owner of the lands.
Exempted Development
Pre-Planning Consultations do not provide confirmation that a proposed development is an Exempted Development (i.e., Planning Permission is not required). In order to enquire whether the proposed development is considered and Exempted Development, you are required to submit a Section 5 Application for Declaration on Development and Exempted Development.
