Draft Masterplan for extended area and review for Abbey Quarter - public display and consultation

The Council has, following considerable fieldwork and consultation, prepared a draft plan for an extended Abbey Quarter Master Plan area (to include Vicar Street & Greensbridge Street) along with a review of policy and the Urban Design Code (2018).

The Draft Masterplan will be on public display from Friday June 2nd to Friday June 30th June (both dates inclusive) and may be inspected at the following locations:

  • Planning Office, Kilkenny County Council, County Hall, John Street, Kilkenny
  • Kilkenny City Library, John’s Quay, Kilkenny

Submissions or observations may be made:

  • online at http://consult.kilkenny.ie/ or

  • in writing to: The A./Senior Planner, Planning Department, Kilkenny County Council, County Hall, John Street, Kilkenny

There will also be two in-person information sessions during this period. Both will be held on June 20th in the Ormonde Hotel, Ormonde St., Kilkenny.

  • Booking for the sessions can be made by searching the Eventbrite website under “Abbey Quarter Masterplan”
  • An afternoon session commencing at 3pm.
  • An evening session commencing at 7pm.
  • Each session will be approximately 90mins long 

There will also be an online information session on June 21st at 7pm, on the ZOOM platform, which you can attend using this link:

Please note that all submissions will be made available for public viewing on Kilkenny County Council’s consultation website during the plan-making period. Kilkenny County Council will treat all personal data provided as confidential. We will retain your data for no longer than is necessary for the purpose of this Masterplan and in accordance with Kilkenny County Council’s Retention Policy and the relevant Data Protection legislation.

Submissions or observations on the Draft Masterplan must be received by 5pm Friday, 30th June 2023.

Invitation to attend an online Public Engagement Event

Kilkenny County Council would like to invite you to participate in our online public engagement event as part of the review process.  

This will take place on Wednesday 18th of January 2023 at 7pm. You are invited to register for the event on Eventbrite.ie, using the following link:

Once you register, a link to the webinar will be sent to you by return.

There will be four components to the webinar:

  • A short introduction to the project
  • Overview of the stakeholder engagement process.
  • Review of our public survey findings
  • Q & A session reflecting on the results of the survey findings.

The webinar is just one element of the consultation process. The discussions from the webinar along with the findings of the online survey will be fed into the review of the Abbey Quarter Masterplan.

When the draft document is published there will be three public consultation sessions (two in-person and one online).  We look forward to seeing you online.

Phase 1: Public survey

Kilkenny County Council has just started its review of the Abbey Quarter Masterplan, first adopted in 2015. The Abbey Quarter is a once in a century opportunity to significantly improve the long-term liveability and economy of Kilkenny City. Much has already been done under the guidance of the current Masterplan, including the construction of the linear park, the refurbishment of the Brewhouse office building which is fully occupied and a new City Library, which is currently under construction. As the original Masterplan is now seven years old, a comprehensive review is needed to ensure this Masterplan is in line with current thinking and best practice and can keep driving effective decision making.

In order to ensure that your needs and priorities are reflected in the revised Masterplan, Kilkenny County Council invites all those who have an interest in the sustainable development of Kilkenny City to get involved in a comprehensive public engagement programme.

This first phase of this public engagement programme comprises a short online survey in the form of a questionnaire. The aim of this anonymous questionnaire is to learn what people think about the current Abbey Quarter Masterplan and where the focus of the new document should lie. This initial survey will be followed in the new year with further public events and stakeholder meetings.

The questionnaire will be open for completion for three weeks from Nov. 21st – Dec. 12th inclusive and is now live at: https://www.surveymonkey.com/r/AbbeyQtr

Links for the questionnaire will be available from November 21st on this website and consult.kilkennycoco.ie as well as on the Council’s social media channels. Paper copies of the survey are also available in the City Library.

We hope to hear your views and look forward to further future engagement on this important plan.
