The Councillors resolved to adopt the Urban Design Code for the Abbey Quarter at the January, 2018 meeting of the County Council.

Draft Urban Design Code

In accordance with Objective 3K of the Kilkenny City & Environs Development Plan 2014-2020 as varied, Kilkenny County Council has prepared a Draft Urban Design Code for the Abbey Quarter.


The Draft Urban Design Code is a non-statutory document. The Draft Urban Design Code is accompanied by an Appropriate Assessment (AA) Natura Impact Screening Report.


A copy of the Draft Design Code and accompanying documentation may be inspected at the following locations for a 4 week period between Friday the 24th November and Friday 22nd December 2017:

  • Online at http://consult.kilkenny.ie/
  • The Planning Department, Kilkenny County Council, John Street, Kilkenny during office opening hours of 9.00am to 1.00pm and 2.00pm to 4.00pm Monday to Friday.
  • Carnegie Library, John's Quay, Kilkenny during its opening hours.

Hard copies of the Draft Code will be available for purchase from the Planning Department, Kilkenny County Council for €15.


Written submissions or observations with respect to the Draft Design Code, AA Natura Impact Screening Report and accompanying documentation made to the Planning Authority within this period will be taken into consideration before the making of the Design Code. All submissions must be clearly marked 'Abbey Quarter Draft Urban Design Code'.

Submissions must be received by the Planning Authority by 12 noon on Friday 22nd December 2017. Please note that all submissions will be made available for public viewing on the Council's consultation website. Notice of Information Evening

Kilkenny County Council has prepared a Draft Urban Design Code for the Abbey Quarter and has also published a Part 8 proposal for the redevelopment of the Brewhouse Building on the former Smithwicks Brewery site.
As part of both these processes, an informal Information Evening will be held on Thursday 30th November 2017 in The Maltings, Tilbury Place, Kilkenny from 4pm-8pm where all the documentation will be on public display and Council staff will be present to answer any queries. All are welcome, no appointment is necessary.

 

Background

It is an objective of the Kilkenny City & Environs Development Plan 2014-2020 (as varied):
'To prepare urban design criteria.... for the implementation of the Abbey Creative Quarter Masterplan'.

The preparation of this Urban Design Criteria and Recommended Development Code has commenced and its main objective is to translate the strategies, objectives and vision of the Abbey Creative Quarter Masterplan into urban design criteria and a development code which will guide the nature and extent of development in the area.

The Urban Design Criteria will cover such areas as:

a) Land uses
b) Building lines
c) Individual plot/building widths and depths
d) Building heights
e) A design scheme to include guidance on elements such as roofscapes, treatment of public and private spaces, building adaptability, building detailing (including signage and public lighting, telecommunications infrastructure)
f) A scheme of appropriate exterior materials for new buildings, having regard to the existing fabric of the city
g) Recommendations for materials and finishes to be used within public spaces

To assist in the preparation of this Urban Design Criteria and Recommended Development Code for the Abbey Creative Quarter Masterplan, a public consultation workshop will be held in the Ormonde Hotel, Kilkenny City on Wednesday 19th April 2017 at 7.30p.m. In order to cater adequately for attendees on the night, if you wish to attend you are required to register by 4pm on Tuesday 18th of April 2017. In addition to this public consultation event you can make a submission or observation regarding the Urban Design Criteria and Recommended Development Code from 10th April to 4pm on the 5th May 2017.
