Kilkenny County Council, supported by the Department of Housing, Local Government & Heritage, are delighted to launch a Local Authority Affordable Purchase Scheme An Tobar, Freshford, Co. Kilkenny, (Built by Ormonde Construction).

Through the Local Authority Affordable Purchase Scheme, a limited number of 2 & 3-bedroom homes will be made available for purchase for successful applicants at a price lower than its market value. In return, Kilkenny County Council will take a percentage equity interest in the home equal to the difference between the open market value of the home and the price paid by you. So, if you secure a 20% discount off the market value of the home, the Council will take a 20% equity interest in the property.

How to apply?

Application is via Online Portal only at link below.

The Online Portal will open for applications on 24/06/2026 at 12 noon.

Please refer to the video tutorial in advance of the portal opening date to guide you on the application process.

It is important that intending applicants have all their documentation ready to submit at time of application. Applicants should ensure that they fully complete the Application Form, Declarations and submit the Required Documentation as the Date and Time of receipt of Valid Application will be one of the criteria on which eligible applications will be prioritised under the Council’s Scheme of Priority.

Applications which are incomplete or those which are not accompanied by the appropriate documents will be deemed invalid.
