Variation 6 to the Kilkenny City and Environs Development Plan 2014

In accordance with Section 13 of the Planning and Development Act 2000 (as amended), notice is hereby given that Kilkenny County Council varied the Kilkenny City and Environs Development Plan 2014-2020 on the 17th September 2018.

The purpose of Variation 6 is to change the zoning on a site (of 0.39 hectares) adjacent to the Parc na Gowan housing estate in Smithland South, Kilkenny City from Community Facilities to Phase 1 Residential in order to deliver social housing units in Kilkenny City on under-utilised, serviced lands within existing communities, in line with the Government's policy outlined in Rebuilding Ireland.

The Variation is outlined below and should be read in conjunction with the Kilkenny City and Environs Development Plan 2014‐2020.

Figure 3.3 of the City and Environs Development Plan 2014-2020 has been varied to reflect the following:

Change of zoning of site (of 0.39 hectares) from "Community Facilities" to "Phase 1 Residential", see Map attached.

In accordance with Section 13(3) of the Planning & Development Acts 2000-2018, notice is hereby given that Kilkenny County Council is proposing a Variation to the Kilkenny City & Environs Development Plan 2014-2020.

Variation No. 6 to the Kilkenny City and Environs Development Plan proposes:

To change the zoning on a site of 0.39ha (0.97acres) adjacent to the Parc na Gowan housing estate in Smithland South, Kilkenny City from Community Facilities to Phase 1 Residential.


The reason for the proposed variation is to deliver social housing units in Kilkenny City on under-utilised, serviced lands within existing communities, in line with the Government's policy outlined in Rebuilding Ireland.


A copy of the Proposed Variation, including Strategic Environmental Assessment (SEA) Screening report and Appropriate Assessment (AA) Screening Report, may be inspected at the following locations for a 4 week period from 10th August to the 7th September 2018.

Written submissions or observations with respect to the proposed Variation, SEA and AA Screening Reports made to the Planning Authority within this period will be taken into consideration before the making of the Variation. All submissions should be clearly marked 'Variation No 6'.
