Gowran Local Area Plan - now expired

The Kilkenny City and County Development Plan 2021 is now the relevant planning policy document for development in Gowran.

The Gowran Local Area Plan expired in 2016, but the plan does contain a significant amount of information on the natural and built heritage and other planning issues. The expired Plan will be used as a supplementary guidance document.

Notice of Adoption of Gowran Local Area Plan

Kilkenny County Council formally adopted the Local Area Plan for Gowran at the meeting of the County Council on the 20th December, 2010. This Local Area Plan will come into effect on January 17th, 2011.

The Local Area Plan is available for viewing on this website below. It is also available for inspection at the Planning Department at County Hall, John Street, Kilkenny between the hours of 9-1 and 2-4 p.m. Monday to Friday.

Copies of the LAP are available for purchase through the Planning Department, Kilkenny County Council at a cost of €20 for a hard copy.

Notice of Proposed Variations to Gowran Draft Local Area Plan

Kilkenny County Council are in the process of making a Local Area Plan for Gowran and propose to make a number of variations/modifications to the previously published Draft Plan.

The proposed variations may be inspected from Friday, 8th October to Friday, 5th November, 2010 at the following locations:

A copy of the proposed variations may also be downloaded from Friday, 8th October.

Submissions with respect to the Proposed Variations, made in writing to the Director of Services, Planning Department, County Hall, John Street, Kilkenny and received before 4pm on Friday, the 5th of November, 2010 will be taken into consideration before the Local Area Plan is made. Submissions can also be made via email to localareaplans@kilkennycoco.ie

Information on the likely significant effects on the environment of implementing the proposed variations will also be available for inspection and a submission or observation in relation to such information made to the Planning Authority in the stated period above will be taken into consideration before the making of any variation.

Gowran Local Area Plan Consultative Website Launched. The site allows members of the public to make submissions to the plan online.

 

Manager's Report on Submissions to the Draft Local Area Plan

At the Council meeting on the 20th September 2010, the Council discussed the Manager's Report on Submissions to the Draft Local Area Plan and resolved to publish a number of Proposed Variations to the Draft Gowran Local Area Plan. These Proposed Variations will commence public display on the 8th October, and will be available here from that date.

 

Gowran Draft Local Area Plan: Information Evening

Kilkenny County Council proposes to make a new Local Area Plan (LAP) for Gowran and a Draft Plan is currently on public display.

An Information Evening will be held on Tuesday 22nd June in Gowran Community Hall at 8 pm. The purpose of the Information Evening is to provide an opportunity for the public to view the Draft Plan and speak with a member of the planning team in advance of making submissions on the plans.

The Draft Plan is available on the Council's website, see below.

Habitat Assessment

A Habitat Assessment will shortly be carried out in Gowran. A number of these assessments are being carried out in towns and villages in County Kilkenny where Local Area Plans are due to be reviewed. The assessments will assist with highlighting and reviewing the natural heritage of the areas and will be an input to the plan-making process. An information leaflet is available here:

Summary of Public Consultation Event

Following the public consultation event for the Gowran Local Area Plan that took place on the evening of the 11th November 2009 in the Gowran Community Hall a Summary report is now available.

The next step will be considering all the issues highlighted and gathering them into a Draft Plan, which is scheduled for public display in February/March 2010.

Notice of Local Area Plan Review - October 2009

Notice is hereby given that Kilkenny County Council intends to review the Local Area Plan for Gowran and to prepare a new Local Area Plan to cover this area.

Submissions or observations regarding the preparation of this Local Area Plan may be made, in writing, to the Director of Services, Planning, County Hall, John Street, Kilkenny from 6th November 2009 until 5 pm on Friday 15th January, 2010 or you can make submissions by email to localareaplans@kilkennycoco.ie

During this period public consultation meetings will take place in order to allow for members of the public to engage in the process of the review of the Plans. You are invited to attend a public consultation workshop in Gowran Community Hall on Wednesday 11th Nov. at 7.30 pm.

All written and email submissions/observations received on or before the 15th January 2010 will be considered by the County Council prior to the making of a draft Local Area Plan.
