Draft Masterplan for St. Canice’s Campus/Lacken
Kilkenny County Council hereby give notice of the public display of the Draft Masterplan for at St. Canice’s Campus/Lacken, Dublin Road, Kilkenny and extends an invitation for submissions or observations to the Draft Masterplan.
A copy of the Draft Masterplan, including Strategic Environmental Assessment (SEA) Screening Report and Appropriate Assessment (AA) Screening Report, may be inspected at the following locations for a 6 week period from 22nd May 2026 to the 3rd July 2026:
- Online at http://consult.kilkenny.ie/
- The Planning Department, Kilkenny County Council, John Street, Kilkenny during office opening hours.
Written submissions with respect to the Draft Masterplan, SEA and AA Screening Reports made to the Planning Authority within this period will be taken into consideration before the making of the Masterplan. All submissions should be clearly marked ‘Draft Masterplan for St Canice’s Campus.’
Submissions can be made:
- online at http://consult.kilkenny.ie, or
- by post to: “Senior Planner, Kilkenny County Council, John Street, Kilkenny”.
Email submissions and late submissions will not be accepted.
Submitting online at http://consult.kilkenny.ie is encouraged as it allows contributors to receive updates and notifications as the process progresses.
A drop-in public information session will be held on Wednesday, 10th June, 2026 from 2pm to 4pm and 6pm to 8 pm at the Medieval Mile Museum where the Draft Masterplan will be on display and Council staff available to discuss.
Please note that all submissions will be made available for public viewing on the Council’s consultation website. Kilkenny County Council will treat all personal data you give us as confidential. We will retain your data for no longer than is necessary for the purpose of the Draft Masterplan and in accordance with the Council’s Retention Policy and the relevant Data Protection legislation.
Submissions must be received by the Planning Authority by 3rd July 2026.

Update December 2025
The Council is currently engaging with the Health Service Executive (HSE) to prepare a Masterplan, which will provide a framework of detailed planning policies, for the future development of the St Canice’s Campus (the former St Canice’s Hospital), in Kilkenny City. This is a unique opportunity for the City to deliver in partnership with the HSE and state agencies a mix of uses including health services and recreation.
Kilkenny City Councillors were briefed at the December Municipal District meeting, and the next step is the finalisation of all plan documents for public display and engagement in early 2026. Following that public display period the Chief Executive will prepare a report to members on the outcome of the consultation process. It is expected that a Masterplan could be ready for final approval by Q2 2026.

PREPARATION OF A MASTERPLAN FOR HSE’S CAMPUS AT ST. CANICE’S/LACKEN KILKENNY
Invitation to participate in & make Submissions to
Pre-Draft Public Consultation Phase
Kilkenny County Council (KCC), in conjunction with the Health Service Executive (HSE), is to commence the preparation of a Masterplan, which will provide a framework of detailed planning policies for the future development of the St Canice’s Campus (the former St Canice’s Hospital) lands at Lacken and Maudlinsland, in Kilkenny City.
There are two key components to this consultation process:
• An invitation to make submissions and,
• A virtual public consultation evening which will be a FREE ONLINE INFORMATION EVENT scheduled for: 14th July 2021at 19.00
Making a Submission
The HSE and Kilkenny County Council hereby invite any interested parties to make pre-draft submissions/observations to the Masterplan from Friday 2nd July, 2021 until Friday 30th of July, 2021 (both dates inclusive)as follows:
· online at consult.kilkenny.ie or
· by email to ourplan@kilkennycoco.ie or
· in writing to: Senior Planner, Planning Department, Kilkenny County Council, County Hall, John Street, Kilkenny
All submissions must be received before 17.00 on the 30th of July, 2021. Please make your submission by one medium only.
Public Information Event
The public is invited to attend a FREE ONLINE INFORMATION EVENT scheduled for:
14th July 2021at 19.00
(Please register on Eventbrite and search - “St. Canice’s Masterplan”)
There will be three key components to the public event:
- A short introduction
- A presentation on some topics for discussion
- An opportunity for discussion and questions and answers

Issues Paper
In order to stimulate debate and encourage participation in this process, an Issues Paper has been prepared. The Issues Paper will be available for inspection at the following locations, during normal opening hours and subject to Covid-19 restrictions and protocols in place at the time, from Friday 2nd July, 2021 until Friday 30th of July, 2021 (both dates inclusive):
